Opening and Introductions
Welcomes
Steve Staal and Steve Hall welcomed participants.
Workshop facilitator Constance Neely introduced the workshop process and objectives:
- Share our thinking, test emerging conclusions
- Align ideas with your interests
- Understand how to make the partnerships work
- Collectively refine thinking
Participants
People attending came from 4 CGIAR Centers - CIAT, ICARDA, ILRI, and WorldFish; others came from Africa, Asia, Latin America, and Europe. They came from governments, national research organizations, regional and sub-regional bodies (FARA, IBAR, ASARECA, CORAF), NGOs, the private sector, and international organizations (FAO, World Bank).
As part of the introductions, participants shared their reactions to the question: Can smallholder livestock/fish contribute to food security in a globalizing world?
- through local self-sufficiency
- when smallholders can find local niches
- through income generation
- through cooperative efforts to markets (dairying india)
- through attaining international quality/food safety standards
- because livestock is 'independent of land', so small can be feasible
- individually they are small, but collectively they are large, so they need to be organized
- they can sell their own animal based products
- if they can organize for markets
- can contribute to local food security
- BUT cannot generalize globally, depends on their local/regional market integration
- BUT they need other collaborators and partners, along the whole value chain

Value Chain Development
Technology Development - Linking with Value Chain Development
Participants were asked to quickly share any ideas they had on technology 'uptake' in the Mega Program.
Partnerships and Stakeholders
Participants gathered in three groups to categorize partners and stakeholder according to different value chains
Cross-Cutting Issues
Four groups formed to quickly identify 'nuggets' on four important issues: gender, communication, monitoring and evaluation, and capacity development.
Testing Assumptions
During the event, participants positioned themselves on a spectrum according to the degree of agreement they had with several assumptions posed to them.
Next Steps
WorldFish Director General Steve Hall explained the expected next steps and timetable of the proposal.

At the end of the two days, we asked participants to share comments on the workshop, the process used, the progress made ...

- I once again thank you for inviting me to participate in the MP 3.7 Consultation Workshop for enhancing food security and livelihood through livestock development, organized by you and your colleagues at ILRI, Addis, recently. It has really enriched me with knowledge and has broaden my vision about the fresh value chain based approach we need to adopt for ensuring wider impact of the technologies developed for small holder livestock keepers. I would be glad to continue my involvement in this innovative programme and willing to give my inputs to the best of my ability for the success of this programme. I just had a look at the web site http;livestockfish.wordpress.com, giving a brief summery of the workshop. Is there any other site we need to surf for the regular activities under the MP3.7 programme?
