Objectives:

a) Review 2015 Plan of work and budget (POWB), b) Revise Strategic implementation plan, c) Identify areas for synergies; d) Plan for 2016 POWB.

09:00 What we would like Tanzania to contribute to L&F in 2015-16
* There has been some criticism on the quality of science produced in the research in Tanzania and other value chains (Doyle Baker’s report): this could be as a result of lack of a proper research design that is consistent across all the Maziwa Zaidi and other VC projects
* More coordination needed across projects to improve methodological designs for research
* Someone with expertise in research methods to be deployed, and to work under Jane Poole to aid in research designing by adding some rigor
* Our research is seen as more academic, weak in terms of business development and practical implementation by our development partners; therefore not making strong business sense
* New role for expertise in research and development to be recruited to aid in linking our research to development applications in the field
* L&F management: Discovery& Delivery and Cross CRP proposals. These will be funded using 2014 carry over if/ when we are allowed to use these carry-over.

Notes from the working groups

* Gender
Gender proposals in collaboration with KIT. We will go ahead with a first wave, using LGI managed funds.

* Feeds
MilkIT ended 2014. How to consolidate the feed work in Tz? Several initiatives:
1. Emerging fodder markets (D to D);
2. Grazing reserves in the traditional systems (Olilili) - gender proposal;
3. Innovation lab for small scale irrigation:
4. Sustainable intensification of maize legumes cropping systems for food security in East and Southern Africa (SIMLESA), Eth and Tz, USAID funded, starting in 2015
5. CIAT initiatives: Several, including Forages for Africa

* Animal health
1. AgriTT - data collection completed. James working on baseline data analysis (CBA with a student). The problem of low calving intervals is being addressed in Lushoto and Rungwe through assessment of reproductive diseases that are suspected to be the cause. Currently screening and monitoring animals for 12 months.
2. The SPIA proposal to look at impact of ITM wasn’t accepted but there may be a 2nd call. The gender proposal was based on that proposal. James is following up on the possibility of getting funds from SPIA.
3. ITM upscaling, USAID funding for USD 1M/ for 2 years. High chance of success, we will test delivery
4. What kills my cow: data analysis on going. Serology approach, new diseases have been picked. Data analysis ready by July.

* VC upgrading
1. monitoring of outcomes survey at HH and village/ hub levels led by James Rao
2. Gender proposal on hub approach

* Nutrition - Nutrition and empowerment survey will start mid May 2015

* Food safety
1. Assessment of T&C of milk traders with TDB
2. LIQUID: consortium looking at quality improvement and productivity, inclusive business models with SUA, WUR, Friesland Campina. The project will test inclusive business models, based on Asia experience. Two post docs to be recruited, one from WUR and another from ILRI. The ILRI post-doc will look at risk linked to seasonality.

* Genetics
1. AU IBAR project, Tz is included besides Ug and Eth for East Africa. It will focus on policies issues/ cross breeding/ data capture.It’s a 4-year project. Activities include: a) state of AnGR and b) State of crossbreeding (desk and field activities). It is also linked to PEARL and Africa Dairy Genetics Gain (BMGF).

* Innovation platform
1. Work on Tz innovation platforms at various levels and new institutional arrangements in VCT (will be compared with Uganda). Catherine Kilelu is leading this as post doc with WUR.

* Other
1. Land conflicts in Morogoro will be looked at by a student coming from Univ of Berlin in Germany. He will develop a tool to look at the problem and use it to generate initial results
2. Theory of Change: to be piloted in Tz and Eth.

# 2015 POWB revising a bit to take into account the cuts – Amos with Pat on timing/deadlines
# 2016 outputs – assume 2015 budget; work with Simon/Wubie on budget; wait for new templates; virtually work on expressing the outputs, not forgetting gender outputs
